[One hundred years of lofty steel peers] Deng Xiaoping: "Iron and steel can't go up, it's impossible to build big industry!"
On February 9, 1978, Deng Xiaoping discussed the "Government Work Report (Draft)" at the Politburo meeting of the CPC Central Committee. When talking about the introduction of technology, Deng Xiaoping pointed out: "The key is steel. Steel cannot go up, and large-scale industry will not work!"
At this seminar, Deng Xiaoping pointed out that by the end of the twentieth century, "the people's material and cultural living standards will be greatly improved, and the three major differences will be significantly reduced", and Deng Xiaoping pointed out: It is better to be more conservative. Our total output value has reached the level of the United States, and it is much worse than that of the United States in terms of population. The phrase "the three major differences will be significantly reduced" can be deleted.
Deng Xiaoping emphasized: "In the introduction of advanced technology, we must focus on improvement. This is a major construction. Negotiations on the introduction of technology must take time and speed up. For the common market, we must also quickly send people to conduct technical inspections. Developed capital There are three pillar industries in the socialist countries, namely steel, construction materials, and automobiles. Our automobile industry is not good enough. The development of the construction industry is more demanding. For the common market, for Japan and the United States, a dedicated team must be established. We must concentrate our efforts on special research. We must pay attention to international developments. Now is the best time for us. In short, we must hurry up, and it will be worthwhile to fight for an extra year."
Why did Deng Xiaoping emphasize the need to take time and speed up the negotiation of technology introduction? And why is the importance of the steel industry so emphasized? On the one hand, it was because China was discussing the establishment of a factory in Shanghai with Japan. On the other hand, the gap between China's steel industry and the world at that time. In 1960, Japan's steel output was 22 million tons, China's 18.66 million tons, the difference is not too big. By 1973, Japan's steel production rapidly climbed to 100 million tons, while China's was 25.22 million tons. In more than ten years, Japan's steel production has left China far behind. At that time, 1/3 of my country's foreign exchange was used to import steel. Deng Xiaoping said, “Instead of spending a lot of foreign exchange importing high-quality steel every year, it is better to introduce a steel mill to produce it yourself.
Steel Tai Shigong said: Steel is an important basic raw material. Without steel, the development of other large industries cannot be discussed. This is why the leaders of successive generations such as Chairman Mao and Deng Xiaoping have always cared about and valued steel. The failure of the "three hits 2600" in the later period of the "Cultural Revolution" caused the Chinese steel industry to reflect on it. After the end of the "Cultural Revolution", with the increase of healthy energy in the country's political life, long-term lingering and depression began to look for outlets. Seeking truth from facts-the essence of Mao Zedong Thought began to re-occupy the high ground, and China's steel industry finally ushered in the spring of development.
