2020 is an extremely extraordinary year. Facing the complex and volatile international situation and the sudden impact of the new crown pneumonia epidemic, the steel industry, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at the core, has coordinated epidemic prevention and control and industry development, and focused on continuing to consolidate the effectiveness of steel reduction capacity. Promoting the high-quality development of the steel industry has achieved remarkable results, marking a successful end to the "13th Five-Year Plan".

In 2020, we will coordinate the prevention and control of the epidemic and the resumption of production in the industry, establish a daily dispatch and industry operation monitoring mechanism, make every effort to ensure the protection of epidemic prevention materials, and help enterprises to coordinate and solve production and operation problems, and achieve major strategic results in the fight against the new crown pneumonia epidemic. At the same time, promote the rapid improvement of industry operations.

In 2020, we will unswervingly do a good job in resolving excess capacity. On the basis of exceeding the target of 150 million tons of capacity reduction in the 13th Five-Year Plan, we will continue to promote relevant places to increase capacity reduction work and carry out on-site supervision and inspection. The national overcapacity reduction task during the "13th Five-Year Plan" period came to a successful conclusion.

In 2020, we will further strengthen the prohibition of new capacity, suspend steel capacity replacement and project filing, guide local governments to conduct self-inspection and self-correction, amend and improve the "Implementation Measures for Capacity Replacement in the Iron and Steel Industry", and the momentum of new capacity has been effectively curbed.

In 2020, we will pay more attention to the strengths and weaknesses of new steel materials, and promote the construction of demonstration platforms for the production and application of new materials such as aero engines, advanced offshore and high-tech ships, agricultural machinery and equipment, as well as testing and evaluation platforms for the steel industry, and give full play to the advantages of new materials. The effect of the insurance compensation mechanism was applied in batches to promote a batch of steel short-board materials to achieve industrialization breakthroughs.

In 2020, we will further strengthen industry standard management, announce the fifth batch of steel companies that meet the "Standard Conditions for the Iron and Steel Industry", formulate and release the "Standard Conditions for the Coking Industry", strengthen and standardize the supervision during and after the event, and do a good job in "Dynamic management.

In 2020, we will strive to maintain the stable operation of the industry, strengthen the protection of iron ore resources, promote the import of recycled steel raw materials, improve resource protection capabilities, establish a docking mechanism for upstream and downstream enterprises, strengthen collaborative research, and effectively ensure the stability of the industrial chain supply chain.

Looking forward to the new year, the steel industry is full of hope, but the situation is still severe and complex, with opportunities and challenges coexisting.

2021 is the first year of the "14th Five-Year Plan" and the 100th anniversary of the founding of the Communist Party of my country. It is also the first year for our country to move towards the second centenary goal and enter the new journey of building a modern socialist country. Formulate and issue "Guiding Opinions on Promoting the High-quality Development of the Iron and Steel Industry" and other policy documents, intensify the transformation of ultra-low emissions in the industry, and continue to improve the level of intelligent manufacturing and green manufacturing in the industry.

In 2021, we will focus on deepening the structural reforms on the steel supply side and continue to do a good job in reducing overcapacity. Promulgated and implemented the "Implementation Measures for Capacity Replacement in the Iron and Steel Industry", prohibiting additional steel capacity. Research and formulate a work plan to reduce production, implement a policy of double control of production capacity and output, and ensure that the national crude steel output in 2021 will decline year-on-year.

In 2021, we will use innovation and development as the fundamental driving force to improve the development level of the industry. Support the industry to increase investment in innovative resources around new technologies such as low-carbon metallurgy and hydrogen metallurgy to achieve technological breakthroughs and leadership. Continue to build a demonstration platform for production and application, increase efforts to make up for shortcomings of steel materials, and improve the quality and level of supply.

In 2021, we must focus on building a good industry governance system and governance capacity to create a good market competition environment. Continue to do a good job in the standard management of the steel and coking industries, and carry out the dynamic adjustment of standard enterprises.
