Guiding Opinions of the State Council on Accelerating the Establishment and Improvement of a Green and Low-Carbon Circular Development Economic System

Establishing a sound green and low-carbon circular development economic system, and promoting a comprehensive green transformation of economic and social development, is the basic policy for solving my country's resource, environmental and ecological problems. In order to implement the deployment of the 19th National Congress of the Communist Party of China and accelerate the establishment of a sound economic system for green and low-carbon circular development, the following opinions are hereby put forward.
1. General requirements
(1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th, and 5th Plenary Sessions of the 19th National Congress of the Communist Party of China, fully implement Xi Jinping’s thoughts on ecological civilization, and earnestly implement the decisions of the Party Central Committee and the State Council Deploy, unswervingly implement the new development concept, and implement green planning, green design, green investment, green construction, green production, green circulation, green life, and green consumption in an all-round and full process, so that development is based on efficient use of resources and strict ecological protection On the basis of the environment and effective control of greenhouse gas emissions, we will coordinate the promotion of high-quality development and high-level protection, establish and improve the economic system of green and low-carbon circular development, ensure that the goal of carbon peak and carbon neutrality is achieved, and promote China's green development to a new level Steps.
(2) Working principles.
Persist in key breakthroughs. Take the lead in making breakthroughs focusing on energy conservation and environmental protection, clean production, and clean energy, and do a good job in the integration and development of agriculture, manufacturing, service industries and information technology, and comprehensively promote the green upgrade of primary, secondary and tertiary industries and infrastructure.
Persist in innovation and lead. Deeply promote technological innovation, model innovation, and management innovation, accelerate the construction of a market-oriented green technology innovation system, implement new business models, and build a powerful and effective policy support system.
Persist in seeking progress while maintaining stability. Do a good job in the organic integration of green transformation with economic development, technological progress, industrial continuation, stable employment, and improvement of people's livelihood, and promote it actively, steadily, and with resilience.
Insist on market orientation. Give full play to the guiding role of the market, the main role of enterprises, and the role of various market transaction mechanisms in the green transformation to inject strong impetus into green development.
(3) Main goal. By 2025, the industrial structure, energy structure, and transportation structure will be significantly optimized, the proportion of green industries will be significantly increased, the level of green infrastructure will continue to rise, the level of cleaner production will continue to rise, the green transformation of production and lifestyle will have achieved significant results, and the allocation of energy resources will be more reasonable and utilized Significant improvement in efficiency, continuous reduction in the total discharge of major pollutants, significant reduction in carbon emission intensity, continuous improvement of the ecological environment, more complete market-oriented green technology innovation system, more effective laws, regulations and policy systems, green and low-carbon recycling development production system, The circulation system and consumption system have taken initial shape. By 2035, the endogenous driving force for green development will be significantly enhanced, the scale of green industry will reach a new level, the energy and resource utilization efficiency of key industries and key products will reach the international advanced level, green production and lifestyle will be widely formed, and carbon emissions will be stable after reaching the peak. , The ecological environment is fundamentally improved, and the goal of building a beautiful China has basically been achieved.
2. Improve the production system of green and low-carbon recycling development
(4) Promote industrial green upgrading. Speed up the implementation of the green transformation of the steel, petrochemical, chemical, non-ferrous, building materials, textile, paper, leather and other industries. Promote green product design and build a green manufacturing system. Vigorously develop the remanufacturing industry, and strengthen the certification, promotion and application of remanufactured products. Build a comprehensive resource utilization base to promote the comprehensive utilization of industrial solid waste. Fully promote clean production, and implement mandatory clean production audits in the "double super and high energy consumption" industries in accordance with the law. Improve the methods for identifying "scattered and polluted" enterprises, and implement classified measures such as shutdown and banning, integrated relocation, and rectification and upgrading. Speed up the implementation of the pollutant discharge permit system. Strengthen the management of hazardous waste in the industrial production process.
(5) Accelerate the green development of agriculture. Encourage the development of ecological planting and ecological breeding, and strengthen the certification and management of green food and organic agricultural products. Develop ecological recycling agriculture, improve the resource utilization level of livestock and poultry manure, promote the comprehensive utilization of crop straw, and strengthen the treatment of agricultural film pollution. Strengthen the protection and improvement of cultivated land quality, and promote the comprehensive management of degraded cultivated land. Develop forestry circular economy and implement the construction project of forest ecological symbol products. Vigorously promote water saving in agriculture and promote efficient water saving technologies. Promote healthy aquaculture farming. Carry out actions to reduce the use of pesticides and veterinary antibacterial drugs and to clean up the environment of the production area. Strengthen unified planning of aquaculture waters and tidal flats in accordance with law. Improve the management system for prohibiting fishing in relevant waters. Promote the deep integration of agriculture and tourism, education, culture, health and other industries, and accelerate the integrated development of primary, secondary and tertiary industries.
(6) Improve the level of green development of the service industry. Promote the green upgrading of commerce and trade enterprises and cultivate a number of green circulation entities. Orderly develop the sharing economy in areas such as travel and accommodation, and regulate the development of idle resource transactions. Accelerate the green transformation of the information service industry, do a good job in the green construction and transformation of large and medium-sized data centers and network computer rooms, and establish a green operation and maintenance system. Promote the green development of the exhibition industry, guide the formulation of industry-related green standards, and promote the recycling of exhibition facilities. Promote the use of raw and auxiliary materials with low VOC content in auto repair, decoration and decoration industries. Advocate hotels, catering and other industries not to actively provide disposable supplies.
(7) Strengthen the green environmental protection industry. Build a number of national green industry demonstration bases and promote the formation of an open, collaborative and efficient innovation ecosystem. Accelerate the cultivation of market players, encourage the establishment of mixed-ownership companies, and build a number of large-scale green industry groups; guide small and medium-sized enterprises to focus on their main businesses to enhance their core competitiveness, and cultivate "specialized, special-new" small and medium-sized enterprises. Promote contract energy management, contract water-saving management, third-party management of environmental pollution and other modes and environmental trusteeship services oriented to environmental governance effects. Further liberalize energy conservation and environmental protection competitive businesses in the petroleum, chemical, power, natural gas and other fields, and encourage public institutions to implement energy trust services. Revise the green industry guidance catalogue in due course to guide the direction of industry development.
(8) Improve the level of recycling of industrial parks and industrial clusters. Scientifically formulate plans for the development and construction of new industrial parks, carry out planning environmental impact assessments in accordance with laws and regulations, strict access standards, improve the circular industry chain, and promote the formation of industrial circular coupling. Promote the cyclical transformation of existing industrial parks and industrial clusters, promote the co-construction and sharing of public facilities, cascade utilization of energy, recycling of resources, and centralized and safe disposal of pollutants. Encourage the construction of comprehensive energy projects where multiple energy sources such as electricity, heat, cooling, and gas are synergistic. Encourage chemical and other industrial parks to build supporting facilities for centralized storage, pretreatment and disposal of hazardous waste.
(9) Build a green supply chain. Encourage enterprises to develop green design, select green materials, implement green procurement, create green manufacturing processes, promote green packaging, carry out green transportation, and do a good job in recycling waste products, so as to achieve green environmental protection throughout the product cycle. Select about 100 companies with high enthusiasm, great social influence, and strong leading role to carry out green supply chain pilot projects and explore the establishment of a green supply chain system. Encourage industry associations to improve the green level of industry supply chains through the formulation of regulations, consulting services, and industry self-discipline.
3. Improve the circulation system of green and low-carbon recycling development
(10) Create green logistics. Actively adjust the transportation structure, promote the multimodal transportation of molten iron, highway, railway, and public water, and accelerate the construction of special railway lines. Strengthen the organization and management of logistics and transportation, accelerate the construction of relevant public information platforms and information sharing, and develop drop-and-pull transportation and joint distribution. Promote green and low-carbon transportation, eliminate, renew or transform old vehicles and ships, give priority to the use of new energy or clean energy vehicles in areas such as port and airport services, urban logistics and delivery, and postal express; increase the promotion of green ship demonstration applications and promote inland watercraft standardization. Speed up the construction of port shore power facilities and support the airport in the construction and application of alternative equipment for aircraft auxiliary power devices. Support logistics companies to build digital operation platforms, encourage the development of smart warehousing and smart transportation, and promote the establishment of a standardized pallet recycling system.
(11) Strengthen the recycling and utilization of renewable resources. Promote the "two-network integration" of waste sorting and recycling and recycling of renewable resources, and encourage local governments to establish regional trading centers for renewable resources. Accelerate the implementation of the extended producer responsibility system and guide production enterprises to establish a reverse logistics recovery system. Encourage enterprises to adopt modern information technology to realize the organic combination of online and offline waste recycling, cultivate new business models, build leading enterprises, and enhance the overall competitiveness of the industry. Improve the recycling and treatment system of waste and used home appliances, and promote typical recycling models and empirical practices. Accelerate the construction of a waste material recycling system, strengthen the recycling of waste paper, waste plastics, waste tires, waste metals, waste glass and other renewable resources, and increase resource output and recycling utilization rates.
(12) Establish a green trading system. Actively optimize the trade structure, vigorously develop high-quality, high-value-added green product trade, and strictly control the export of high-polluting and high-energy-consuming products. Strengthen international cooperation on green standards, actively lead and participate in the formulation of relevant international standards, promote conformity assessment cooperation and mutual recognition mechanisms, and do a good job in linking green trade rules with import and export policies. Deepen the green "One Belt One Road" cooperation, and broaden cooperation in technical equipment and services in the fields of energy conservation, environmental protection, and clean energy.
Fourth, improve the consumption system of green and low-carbon recycling development
(13) Promote the consumption of green products. Increase government green procurement efforts, expand the scope of green product procurement, and gradually extend the green procurement system to state-owned enterprises. Strengthen the guidance for enterprises and residents to purchase green products, and encourage local governments to adopt subsidies and bonus points to promote green consumption. Promote the establishment of green product sales areas on e-commerce platforms. Strengthen the certification management of green products and services, and improve the credit supervision mechanism of certification agencies. Promote green power certificate trading and lead the whole society to increase green power consumption. Severely crack down on false labeling of green products, and include relevant administrative penalties and other information into the national enterprise credit information publicity system.
(14) Advocate a green and low-carbon lifestyle. Be strict with economy and resolutely stop food waste. Promote the classification, reduction, and resource utilization of domestic waste according to local conditions, and carry out publicity, training and effectiveness evaluation. Solidly promote the entire chain of plastic pollution control. Promote the management of excessive packaging, and encourage producers and operators to comply with mandatory standards that restrict excessive packaging of goods. Improve the intelligence level of the transportation system and actively guide green travel. Intensively carry out the patriotic sanitation campaign, rectify the dirty and poor environment, and create a livable living environment. Carry out green life creation activities.
5. Speed up the green upgrade of infrastructure
(15) Promote the green and low-carbon transformation of the energy system. Prioritize energy conservation and improve the dual control system of total energy consumption and intensity. Increase the proportion of renewable energy utilization, vigorously promote the development of wind power and photovoltaic power generation, and develop hydropower, geothermal energy, ocean energy, hydrogen energy, biomass energy, and solar thermal power generation in accordance with local conditions. Accelerate the R&D and promotion of large-capacity energy storage technology, and improve the grid collection and delivery capabilities. Increase the supply of clean energy in rural areas and promote the development of biomass energy in rural areas. Promote the clean and efficient development, conversion and utilization of coal, and continue to increase the proportion of large-capacity, high-parameter, and low-polluting coal-fired power generating units in coal power installations. Actively develop clean cogeneration central heating in counties in northern regions, and steadily promote biomass-coupled heating. Strictly control the newly added coal power installed capacity. Improve energy transmission and distribution efficiency. Implement urban and rural power distribution network construction and smart upgrade plans, and promote the upgrade and transformation of rural power grids. Speed up the construction of natural gas infrastructure and interconnection. Carry out experiments and demonstrations of carbon dioxide capture, utilization and storage.
(16) Promote the upgrading of urban environmental infrastructure construction. Promote full coverage of the urban sewage pipe network. Promote the "plant-network integration" of urban domestic sewage collection and treatment facilities, speed up the construction of harmless sludge resource disposal facilities, deploy sewage resource utilization facilities according to local conditions, and basically eliminate urban black and odorous water bodies. Speed up the construction of urban domestic waste treatment facilities, promote domestic waste incineration and power generation, and reduce domestic waste landfill treatment. Strengthen the capacity building of the centralized disposal of hazardous wastes, improve the level of informatization and intelligent supervision, and strictly implement the business license management system. Improve the emergency treatment capacity of medical waste. Do a good job in resource utilization and harmless treatment of kitchen waste. Promote the construction of large-scale desalination facilities in coastal water-scarce cities.
(17) Improve the level of green development of transportation infrastructure. Integrate the concept of ecological and environmental protection throughout the entire process of transportation infrastructure planning, construction, operation and maintenance, intensively use land and other resources, reasonably avoid territorial space with important ecological functions, and actively build green roads, green railways, green waterways, green ports, and green airports . Strengthen the construction of supporting infrastructure such as charging and swapping of new energy vehicles and hydrogen refueling. Actively promote the application of energy-saving and environmentally-friendly advanced technologies and products such as warm-mixed asphalt, intelligent ventilation, auxiliary power substitution, energy-saving lamps, and sound barriers. Intensify the comprehensive utilization of waste resources in project construction, and promote the resource utilization of waste roads, asphalt, dredged soil and other materials, as well as construction waste.
(18) Improve the urban and rural human settlement environment. Relevant spatial planning should implement the concept of green development, coordinate urban development and safety, optimize the spatial layout, reasonably determine the development intensity, and encourage cities to leave white space and increase greenery. Establish a "beautiful city" evaluation system and carry out a pilot project for "beautiful city" construction. Enhance urban flood control and drainage capabilities. Carry out the creation of green communities, vigorously develop green buildings, establish a unified identification system for green buildings, and promote the greening of community infrastructure and the energy-saving renovation of existing buildings in conjunction with the renovation of old communities in cities and towns. Establish an evaluation system for rural construction, and promote to make up for the shortcomings of rural construction. Accelerate the improvement of rural human settlements, and promote rural toilet renovation, domestic waste treatment and sewage treatment, improvement of village appearance, and rural greening and beautification in accordance with local conditions. Continue to do a good job in the renovation of rural clean heating and old dilapidated houses to create a clean, orderly and beautiful village environment.
VI. Build a market-oriented green technology innovation system
(19) Encourage the research and development of green and low-carbon technologies. Carry out green technology innovation research activities, and arrange a number of forward-looking, strategic, and disruptive scientific and technological projects in areas such as energy conservation and environmental protection, clean production, and clean energy. Cultivate and build a number of innovation base platforms such as the national technological innovation center for green technology and the national science and technology resource sharing service platform. Strengthen the dominant position of enterprise innovation, support enterprises to integrate universities, scientific research institutes, industrial parks and other forces to establish a market-oriented green technology innovation consortium, and encourage enterprises to take the lead or participate in green technology research and development projects supported by financial funds, and green technology with clear market orientation Innovative projects.
(20) Accelerate the transformation of scientific and technological achievements. Actively use the first (set) of major technical equipment policies to support the application of green technologies. Give full play to the role of the National Science and Technology Achievement Transformation Guidance Fund, strengthen the guidance of various types of funds such as venture capital, and support the transformation and application of green technological innovation results. Support enterprises, universities, scientific research institutions, etc. to establish green technology innovation project incubators and innovation and entrepreneurship bases. Publish the green technology promotion catalog in time to speed up the promotion and application of advanced and mature technologies. Deeply promote the construction of green technology trading centers.
Seven, perfect laws, regulations and policy systems
(21) Strengthen the support of laws and regulations. Promote the improvement and promotion of green design, strengthen clean production, improve resource utilization efficiency, develop circular economy, strictly control pollution, promote the development of green industries, expand green consumption, implement environmental information disclosure, and address climate change laws and regulations. Strengthen law enforcement supervision, increase the investigation and accountability of illegal acts, and strengthen the coordination and cooperation of administrative law enforcement agencies, supervisory agencies, and judicial agencies.
(22) Improve the green fee pricing mechanism. Improve the sewage treatment charging policy, according to the principle of covering sewage treatment facility operation and sludge treatment and disposal costs and reasonable profitability, reasonably formulating sewage treatment charging standards, and perfecting the standardsDynamic adjustment mechanism. In accordance with the generator pays principle, establish and improve the domestic waste disposal fee system, and each region can implement differentiated management such as classified pricing and metering fees based on local actual conditions. Improve the energy-saving and environmentally-friendly electricity price policy, promote the comprehensive reform of agricultural water price, and continue to implement the residential tiered electricity price, gas price, and water price system.
(23) Increase fiscal and taxation support. Continue to use fiscal funds and budgetary investment to support environmental infrastructure to make up for shortcomings, green environmental protection industry development, efficient use of energy, and resource recycling. Continue to implement preferential policies such as income tax and value-added tax in energy conservation, water conservation, environmental protection, comprehensive utilization of resources, contract energy management, and third-party governance of environmental pollution. We will do a good job in the collection of resource tax and the pilot work of water resource fee reform.
(24) Vigorously develop green finance. Develop green credit and green direct financing, and strengthen the evaluation and assessment of financial institutions' green financial performance. Unify green bond standards and establish green bond rating standards. Develop green insurance and give full play to the role of insurance premium rate adjustment mechanism. Support qualified green industry enterprises to go public and raise funds. Support financial institutions and related enterprises to carry out green financing in the international market. Promote the convergence of international green finance standards and orderly promote the two-way opening of the green finance market. Promote climate investment and financing.
(25) Improve green standards, green certification systems and statistical monitoring systems. Carry out the top-level design and system planning of the green standard system to form a comprehensive and systematic green standard system. Speed up the construction of standardization support institutions. Speed up the establishment of a green product certification system and cultivate a group of professional green certification agencies. Strengthen the statistical monitoring of energy conservation and environmental protection, clean production, clean energy and other fields, improve related systems, and strengthen the sharing of statistical information.
(26) Cultivate a green trading market mechanism. Further improve the trading mechanisms of pollution emission rights, energy use rights, water rights, carbon emission rights, etc., to reduce transaction costs and improve operational efficiency. Speed up the establishment of systems for initial distribution, paid use, market transactions, dispute resolution, and supporting services, and do a good job in the docking and coordination of green ownership transactions and relevant target indicators.
8. Seriously organize and implement
(27) Do a good job in implementation. Relevant departments in all regions must have their thoughts, measures, and actions in place, fully understand the importance and urgency of establishing a sound green and low-carbon circular development economic system, and regard it as an important content of high-quality development, further consolidate work responsibilities, and strengthen Supervise the implementation and complete various tasks with quality and quantity. All regions should study and put forward specific measures based on local actual conditions, put more energy into implementation, and ensure that policies and measures are implemented.
(28) Strengthen overall planning and coordination. All relevant departments of the State Council should strengthen coordination and cooperation to form a joint effort. The National Development and Reform Commission shall, in conjunction with relevant departments, strengthen overall coordination and supervision and guidance, do a good job in the arrangement and deployment of annual key tasks, promptly summarize the good experience and good models of relevant departments in various regions, explore the compilation of annual green and low-carbon circular development reports, and report major situations in a timely manner. (29) Deepen international cooperation. Coordinate the overall domestic and international situations, strengthen policy communication, technical exchanges, project cooperation, and personnel training in the field of green and low-carbon development with countries and regions around the world, actively participate in and lead global climate governance, and effectively improve my country’s promotion of international green low-carbon development. The ability and level of carbon cycle development have made positive contributions to building a community with a shared future for mankind.
